Permit Parking

 

Parking Permits

Permit Parking is used by Council to manage the availability of on-street parking spaces in a given area. Generally competition for on-street parking spaces is typically high in areas close to commercial centres, shopping centres, bus stations, etc. Permit parking helps residents and area businesses manage their parking requirements.

Council has adopted a number of types of parking permits for certain areas of the LGA. Typical parking restrictions are two hours. Some areas have four hour parking restrictions. Other areas have a combination of two and four hours depending on the time of day.

Parking Permit Application Forms

APPLY ONLINE (PREFERRED): Use the following online forms to apply for your parking permits:

 APPLY AT THE CUSTOMER SERVICE CENTRE: Complete one of the following forms to apply for your parking permits  and drop-off at Council’s Customer Service Centre, 7-15 Wetherill Street, Leichhardt, Monday to Friday 8.30am to 5pm.

Please allow at least 10 working days to process your application (including time to mail out approved permits via Australia Post)

You will need to provide a copy of your proof of residency/business address and NSW vehicle registration certificate for each nominated vehicle. See the 'Documents Required' when applying for various parking permits below.

 Note: use the provided PLASTIC CARRIERS for transferable parking permits between vehicles (e.g. Visitor, Business and Temporary) to stick on, to display on the vehicle's dashboard.


Australian Mobility Parking Permits

The holders of Australian Mobility Parking Permits (MPS) issued by Roads & Maritime Services (RMS) are allowed to park in any Resident Permit Parking restricted areas.

If you hold an MPS you are NOT required to apply for parking permits.

Motorcycle Parking

Please note that motorcycles require a parking permit to park in Council’s Permit Parking restricted areas.

Ineligible Properties & Vehicles 

In April 2014, Council resolved not to issue parking permits to residents of dual occupancies, multi dwelling housing and residential flat buildings, subdivisions into two or more lots and the strata subdivision of residential flat buildings, approved after January 2001.

Parking permits are NOT available for boats (on trailers), box trailers, caravans, buses and trucks (i.e. vehicles greater than 3 tonnes GVM).

As adopted in Council's Fees and Charges 2016-17 Financial Year:

  • 1st Business Parking Permit: $0 (free of charge)
  • 2nd Business Parking Permit: $108
  • 3rd Business Parking Permit: $108

Please Note: Businesses applying for parking permits will be invoiced for their approved parking permits (if applicable). The invoice must be paid before the parking permits are issued.

Community Organisations (Not for Profit) and Essential Services can apply for Business Parking Permits free of charge, however the same eligibility limits apply.

Replacement Parking Permits (Lost/Stolen)

$131.50 per lost/stolen permit  as per Council’s adopted 2016/17 Fees & Charges, unless the parking permit originally issued is returned to Council.

Types of Parking Permits

There are six types of permits available in Leichhardt Council. 

  1. Resident Parking Permit 
  2. Business Parking Permit
  3. Visitor Parking Permit (not available in all areas)
  4. Pensioner Parking Permit
  5. Temporary Parking Permit (issued for a maximum of three (3) months only)
  6. Care Worker Parking Permit (Issued by City of Sydney for Sydney, Leichhardt and Marrickville. Visit the City of Sydney website to apply

What can I do with my Parking Permit?

Permit parking entitles the permit holder to unrestricted legal parking and where applicable free parking.  This only applies in streets where the Permit Parking Scheme area "letter and number" on the parking sign is the same as the area "letter and number" on your permit e.g. "Authorised Area R1".

Parking permits are NOT available for boats (on trailers), box trailers, caravans, buses and trucks (i.e. vehicles greater than 3 tonnes GVM).

Parking Permit Areas

All streets in a Permit Parking Scheme area are signposted with parking restrictions with the wording "Permit Holders Excepted" or "Authorised Residents Vehicles Excepted". Check the parking signs in your street near your premises.

Am I eligible for a Parking Permit?

To be eligible for a parking permit you must be a permanent resident or the proprietor of a registered business located within the boundaries of a Leichhardt Municipal Council Parking Permit Scheme area. 

Dual occupancies, multi dwelling housing and residential flat buildings, subdivisions into two or more lots and the strata subdivision of residential flat buildings, approved after January 2001 are not allowed to participate in a Resident Parking Scheme as off-street parking should be provided in accordance with Council's Development Control Plan - Parking. 

Parking permits are NOT available for boats (on trailers), box trailers, caravans, buses and trucks (i.e. vehicles greater than 3 tonnes GVM).

Parking Permit Costs

Residents/Visitors/Pensioners Parking Permits: Free of Charge for eligible parking permits

Business Parking Permits: Three is the maximum limit for eligible businesses minus ONE for each off-street parking space available at the business property.

As adopted in Council’s Fees & Charges 2016-17 Financial Year:

  1. 1st Business Parking Permit: $0 (free of charge)
  2. 2nd Business Parking Permit: $108
  3. 3rd Business Parking Permit: $108

Replacement Parking Permits

If you have lost or had your permit stolen a replacement permit may be issued. An application form and a statutory declaration must be completed and a fee of $131.50 paid before a new permit may be issued. 

If the vehicle displaying the permit is damaged or sold, the old permit must be presented to Council and an application form and a fee of $131.50 paid before a new permit may be issued. 

Parking Permit Conditions of Use

Resident Permit Conditions of Use 

The permit is only valid:

a) up until the expiry date shown on the permit. 

b) if affixed to the vehicle displaying the same vehicle registration number as shown on the permit. 

c) if affixed to the inside passenger side of the front windscreen. 

d) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted" and the corresponding area letter and number as shown on the permit. 

e) for parking in accordance with the NSW Road Rules. 

f) if all of the permit details are fully visible. 

The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass.

The permit is not transferable. 

The permit must be returned to Council if the permit holder's circumstances change and/or the permit holder does not meet the eligibility criteria. 

The permit can be withdrawn at the discretion of Council

Permits are not to be used for boats, boat trailers, caravans, buses or trucks. 

Visitor / Business Conditions of Use 

The permit is only valid:

a) up until the expiry date shown on the permit. 

b) if visible through the passenger side of the front windscreen. 

c) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted" and the corresponding area letter and number as shown on the permit. 

d) for parking in accordance with the NSW Road Rules. 

e) if all of the permit details are fully visible.

The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass. 

The permit must be returned to the authorised resident / business after use or expiry. 

Damaging / amending and misuse of the permit is an offence, minimum fine $375. 

The permit must be returned to Council if the permit holders circumstances change and/or the permit holder does not meet the eligibility criteria. 

The permit can be withdrawn at the discretion of Council.

Permits are not to be used for boats, boat trailers, caravans, buses or trucks.

Temporary Permit Conditions of Use 

The permit is only valid: 

a) for the period shown on the permit. 

b) if displayed in the vehicle displaying the same vehicle registration number as shown on the permit. 

c) if visible through the passenger side of the front windscreen. 

d) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted" and the corresponding area letter and number as shown on the permit. 

e) for parking in accordance with the Australian Road Rules. 

The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass.

The permit is not transferable.

Pensioner Permit Conditions of Use 

The permit is only valid:

a) up until the expiry date shown on the permit. 

b) if affixed to the vehicle displaying the same vehicle registration number as shown on the permit. 

c) if affixed to the inside passenger side of the front windscreen or the inside passenger side rear fixed window. 

d) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted". 

e) for parking in accordance with the NSW Road Rules. 

f) if all of the permit details are fully visible. 

The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass.  

The permit is not transferable.  

The permit exempts the vehicle from payment at all Leichhardt Municipal Council on-street pay parking meters.  

Damaging / amending and misuse of this permit is an offence, minimum fine $375.  

The permit must be returned to Council if the permit holders circumstances change and/or the permit holder does not meet the eligibility criteria. 

The permit can be withdrawn at the discretion of Council. 

Care Worker Parking Permits

 A new joint care worker parking permit is available for use across the City of Sydney, Leichhardt and Marrickville council areas. Apply at the City of Sydney website.

Care worker organisations applying for a permit must meet the following criteria:

  • Be routinely engaged in providing in-home care services.
  • Conduct, or be expected to conduct, more than 60 home visits per year in total to clients.
  • Have appropriate accreditation or written support from one of the following:
    • Department of Family and Community Services – Ageing Disability and Home Care
    • NSW Department of Health Area Health Service
    • any other Commonwealth, state or non-government health body approved by the Parties.
    • Has a current vehicle registration certificate in the name of the organisation. If the vehicle is in a private name, the care worker organisation must supply a letter confirming the permit will be used only for purpose of providing in-home care.
  • Has prepared a plan of management to address the risk of permit misuse.

What if I need more permits?

Unfortunately in an inner city situation we have to balance everyone's requirements. If we were to give everyone as many permits as they need, there would not be enough spaces to go around.

What happens if I don't have a NSW licence in my current residential address?

If you are a resident of New South Wales, you are required by law to have your licence with your current residential address. If you are a visitor with an interstate or international licence you can show other forms of proof of residency such as a current rates notice or current lease agreement.

What happens if my vehicle isn't registered in NSW or it isn't registered in my name?

Council can only issue annual PPS permits to vehicles that are registered in New South Wales. Council can issue a 'one-off' temporary PPS permit for a maximum period of three months to vehicles registered outside New South Wales.

If you drive a company vehicle, you will need a letter from your employer stating that you regularly use the nominated vehicle.

Documents Required

Resident/Visitor Parking Permits

A copy (one) of the following documents verifying that you are the resident of the property are required: (The address shown on the proof of residency must match the applicant's details)

  • Current NSW Drivers Licence; 
  • Current Lease Agreement (front page only)
  • Current Rates Notice
  • Contract for Sale of Land (front page only)

AND a copy of the current vehicle registration of the vehicle applying for the parking permit(s). Vehicle registration is not required for Visitor Parking Permit applications.

Note: If the subject vehicle is not registered in the name of the applicant, proof is required from the registered owner that the vehicle is normally used by the applicant, in the form of e.g. company letter or statutory declaration

Pensioner Parking Permits

  • One Proof of Residency
  • A copy of your Commonwealth issued Pensioner Concession Card;
  • A copy of your current vehicle registration showing you receive a pension discount.

AND a copy of the current vehicle registration of the vehicle applying for the parking permit(s). Vehicle registration is not required for Visitor Parking Permit applications.

Note: If the subject vehicle is not registered in the name of the applicant, proof is required from the registered owner that the vehicle is normally used by the applicant, in the form of e.g. company letter or statutory declaration

Business Parking Permits

When applying for a Business Parking Permit you must provide documentation verifying that you are the business proprietor of the property: (The address shown on the proof of business must match the applicant's details)

  • Current ACN Registration Certificate
  • Current Lease Agreement (front page only)
  • Current Rates Notice
