Leichhardt Youth Council

All meetings of the former Leichhardt Council and its Committees will not proceed as Leichhardt Council has been dissolved following the merger with Ashfield and Marrickville Councils.

 

Leichhardt Youth Council is an advisory group of Leichhardt Council and meets fortnightly. The Youth Council provides young people aged 12-24 years with a forum for discussion and action about issues that affect them.

The Youth Council involves young people in developing and delivering programs and events for local young people such as:

  • Live music events
  • Outdoor movie nights
  • Fundraisers
  • Skills development workshops such as barista courses

Youth Council Meeting Schedule - 2016

Leichhardt Youth Council meets fortnightly from 6pm - 7.30pm at Leichhardt Town Hall (107 Norton St, Leichhardt). The meetings alternate between General Meetings and Members Meetings.

Leichhardt Youth Council members are required to attend both General Meetings and Members Meetings.

Members Meetings are for Leichhardt Youth Council members only. An agenda and minutes are not prepared for Members Meetings.

Leichhardt Youth Council Terms of Reference

Leichhardt Youth Council is an advisory group of Leichhardt Council, established in 2005 in response to interest from local young people.

Leichhardt Youth Council has been established to encourage and provide opportunities for young people to meaningfully engage and contribute to the development of community life, and to participate in open government. Leichhardt Youth Council is an advisory group for young people aged 12-24 years who live, work, study and/or frequent the Leichhardt Local Government Area, regardless of their gender, cultural or religious identity, intellectual or physical abilities, sexuality, socio-economic background, and/or life experience.

Membership of Leichhardt Youth Council will aim to reflect the diversity of the young people of the Leichhardt Local Government Area.

1. Aims of Leichhardt Youth Council

1.1    To involve young people in issues that affect them.

1.2    To provide young people with a forum to voice their concerns, needs, interests, views and ideas to Leichhardt Council and hence the community.

1.3    To provide an avenue for young people to plan and implement Leichhardt Council approved events and activities for young people.

1.4    To raise awareness in the community of the positive contributions that young people make to community life.

1.5    To provide young people with opportunities to learn and develop new skills and meet new people.

1.6    To allow young people to have input into decision making processes of Leichhardt Council that impact upon the community as a whole.

1.7    To provide information and advice to Leichhardt Council on behalf of young people and organisations that work with young people.

2. Membership

2.1    Membership of Leichhardt Youth Council shall comprise of:

  • A maximum of 15 young people (only) aged between 12-24 years who live, work, study and/or frequent the Leichhardt Local Government Area
  • Representation from young people from local high schools
  • Representation from young people referred by community organisations that work with young people
  • Where possible, representation from each of the four wards of Leichhardt Council.

2.2    Membership of Leichhardt Youth Council shall be determined through nominations (or applications) received by Leichhardt Council. Interested young people are required to self nominate by completing a Leichhardt Youth Council Membership Application Form. Young people may nominate (or apply) for Leichhardt Youth Council membership at any time.

2.3    Membership of Leichhardt Youth Council will be dissolved and reconvened by Leichhardt Council if more than 15 people have nominated / applied for current membership.

2.4    Membership of Leichhardt Youth Council shall be determined by Leichhardt Council officers based on:

  • Details outlined in the Leichhardt Youth Council Membership Application Form
  • Leichhardt Youth Council Guidelines
  • Recommendations from current Leichhardt Youth Council members (where appropriate).
3. Meetings and Decision Making

3.1    Leichhardt Youth Council will meet on a fortnightly basis (except during the school holiday period in January each year where only one meeting will be held during that month); additional meetings may be convened as required. Fortnightly meetings will alternate between General Meetings and Members Meetings.

General Meetings:
  • Community members are welcome to attend General Meetings
  • Minutes will be taken at General Meetings
  • Recommendations can be made by Leichhardt Youth Council members at General Meetings
Members Meetings:
  • Only current Leichhardt Youth Council members attend Members Meetings
  • Minutes will generally not be taken at Members Meetings
  • Recommendations will generally not be made at Members Meetings
  • Leichhardt Youth Council members will action tasks arising from General Meetings at Members Meetings.

3.2    All members are required to attend each fortnightly meeting (General Meetings and Members Meetings). A member who does not attend (any) three (3) meetings in a row without sending apologies may have their membership reviewed, with a possible consequence being cancellation of membership.

3.3    While membership of Leichhardt Youth Council is open to a maximum of 15 young people, other interested young people and representatives from the community, (including representatives from local community organisations that work with young people) are welcome and encouraged to attend Leichhardt Youth Council General Meetings. Other interested community members wishing to attend Leichhardt Youth Council General Meetings should advise Leichhardt Council’s Community Development Officer – Youth Services.

3.4    If current membership of Leichhardt Youth Council consists of 11-15 young people, a quorum will compromise of six (6) members (young people). If current membership of Leichhardt Youth Council consists of 10 or less young people, a quorum will compromise of three (3) members (young people).

3.5    Leichhardt Youth Council recommendations may only be made by Leichhardt Youth Council members (young people) at General Meetings. Recommendations will be made by majority vote.

3.6    Meetings will follow a structured format as identified by members. A record (minutes) of meetings will be taken at General Meetings, and be made available to Leichhardt Council.

3.7    The minutes of Leichhardt Youth Council meetings will become public documents. The minutes will be submitted to Leichhardt Council's Senior Management Team.

3.8    All Leichhardt Youth Council members as well as meeting guests and visitors, shall follow the Leichhardt Youth Council Meeting and Communication Expectations.

3.9    Leichhardt Youth Council may elect an executive to assist in achieving their aims and to represent Leichhardt Youth Council in the community.

3.10    Working parties may be formed as required to address specific issues or concentrate on particular projects. Working parties will report to Leichhardt Youth Council.

3.11    Leichhardt Youth Council will report any resourcing or policy matters to the Leichhardt Council Senior Management Team, for referral to the Policy Council Meeting as required. Members of Leichhardt Youth Council may attend Policy Meetings of Council to present their ideas and recommendations.

4. Council Support

4.1    Leichhardt Council's Community Development Officer - Youth Services and other relevant officers will attend Leichhardt Youth Council meetings to provide advice, information and support.

4.2    Leichhardt Councillors are encouraged to attend Leichhardt Youth Council meetings.  Invitations to attend will be prepared accordingly.
