The Bays Precinct generally comprises the areas known as White Bay, Glebe Island, Rozelle Bay and Blackwattle Bay and the former rail yards west of Glebe Island. The area falls within the Local Government Boundaries of both the City of Sydney and Leichhardt Municipal Council. Significant areas of the site are controlled by Sydney Ports and the Sydney Harbour Foreshore Authority. The area of the site located within the Leichhardt Local Government Area is identified as Port and Employment or Waterfront Use Land under Regional Environmental Plan 26.
The site is currently used for a range of port, trade and/ or related activities. As such access to areas of the site is restricted.

On 24 October 2006, Council called for a moratorium on all development proposals within the area until a fully consulted strategic Masterplan was developed for White Bay, Glebe Island and Rozelle Bay. See Item 31B from Council's February 2012 Ordinary Meeting.
One of the primary reasons Council asked for a moratorium was because of the growing number of seemingly ad hoc land uses and developments that were being proposed within the Bays Precinct, often without consulting the relevant Stakeholders and considering the wider cumulative impacts of such projects.
